Guwahati: With the aim of improving the academic environment in government schools across Assam, the state government has taken a significant step by amending the Teachers’ Service Rules. On Thursday, Education Minister Dr. Ranoj Pegu announced this in the Assembly, indicating major reforms in the state’s education system. Ensuring the permanent presence of teachers in remote and char (riverine) areas is the primary objective of the new rules (Teacher Shortage in Assam).

Solution to Transfer Issues and Local Recruitment

Under the revised Service Rules, strict measures will be implemented to prevent teachers appointed in remote or char areas from easily seeking transfers. Responding to a question from MLA Wajed Ali Choudhury, Minister Pegu explained the depth of the problem:

“Teachers appointed in remote or char areas are often unwilling to work there and continuously seek transfers. As a result, when transfers occur, it becomes difficult to fill the vacant posts.”

To resolve this issue, the government will now adopt a new strategy. Vacant posts in such areas will be filled by recruiting eligible candidates locally. In this regard, the minister stated:

“Through the new Service Rules, arrangements will be made to appoint eligible local candidates in those areas so that no one seeks transfers.”

He also clarified that appointments will not be made merely on emotional grounds, but strictly based on merit:

“Special teachers will be appointed in schools located in remote areas. However, there must be qualified candidates in those areas. Appointments will be made only after ensuring their eligibility.”

Future Planning Through the ‘Shiksha Setu’ App

The state government is preparing not only for current vacancies but also for future requirements. Data obtained through the ‘Shiksha Setu’ app has helped the department in advanced planning. Minister Pegu informed the Assembly:

“With the ‘Shiksha Setu’ app, we are now aware not only of the current data but also of how many teacher posts will fall vacant in the next five years. Earlier, the government recruited only against existing vacancies. Now, we can issue advertisements and make appointments for posts that are likely to fall vacant within the next five or six months.”

Current Status of Recruitment

The minister also shared important updates regarding the recruitment process under the Directorate of Elementary Education:

Completed Recruitment: The appointment process for 5,550 vacant posts in lower and upper primary schools has already been completed.
Ongoing Process: Document verification is currently underway for 4,500 vacant posts.
Remaining Vacancies: If any posts remain vacant after this process, new advertisements will be issued soon.

The Education Department is optimistic that this new system will completely eliminate the shortage of teachers in schools located in remote areas.
