Guwahati: Chief Minister Dr. Himanta Biswa Sarma formally launched the “Mukhyamantrir Nijut Babu Asoni” at Jyoti-Bishnu International Kala Mandir, Khanapara, Guwahati. During the programme, the Chief Minister also released funds under the Nijut Babu, Jibon Prerana and Jibon Anuprerana schemes (Mukhyamantrir Nijut Babu Asoni).
Education Minister Dr. Ranoj Pegu and Minister Prasanta Phukan were present at the event.
Earlier in the day, the Chief Minister wrote on social media: “Good morning babus… For the past several days, many of my nephews have been asking about the release date of funds under Nijut Babu, Jibon Prerana and Jibon Anuprerana schemes. The wait is over. Shortly, I will release the funds of these three schemes. Can I ever fail to fulfil a promise made to my nephews?”
Financial Assistance Under Nijut Babu Asoni
Under the Mukhyamantrir Nijut Babu Asoni:
- Eligible first-year regular undergraduate students will receive Rs.1,000 per month for 10 months, amounting to Rs.10,000 annually.
- Eligible first-year regular postgraduate students will receive Rs2,000 per month for 10 months, amounting to Rs.20,000 annually.
The scheme is applicable to students enrolled in government and venture educational institutions, excluding private institutions.
Eligibility Criteria
To avail benefits under the scheme:
- The student’s family must be a permanent resident of Assam.
- Annual family income must not exceed Rs.4 lakh.
- The applicant must be a first-year regular undergraduate or postgraduate student.
- Only regular students are eligible.
Students are required to maintain institutional discipline, including regular attendance, proper academic conduct and respectful behaviour towards teachers, staff and peers.
Applications are submitted through the Samarth portal, as per the notification issued by the Higher Education Department on January 6.
Who Is Not Eligible?
- Married undergraduate students are not eligible.
- Postgraduate students already receiving benefits under the Chief Minister’s Jibon Prerana Scheme are not eligible.
- Students involved in misconduct, indiscipline, fraud, ragging or other unacceptable behaviour may be disqualified.
Jibon Prerana and Jibon Anuprerana Schemes
Under the Chief Minister’s Jibon Prerana Scheme:
- Fresh graduates (to 2025 batch) from government and public institutions of Assam will receive Rs.2,500 per month for 12 months.
- A total of 48,319 students are set to benefit.
Under the Chief Minister’s Jibon Anuprerana Scheme:
- One-time financial assistance of Rs.25,000 will be provided to research scholars.
- Rs. 40,000 will be provided to Divyang scholars.
- A total of 2,112 scholars, including 13 Divyang scholars, are expected to benefit.

- Current first-year student count: 47,395
- Financial outlay for 2026–27: Rs.12 crore
- Second instalment is scheduled for March 2026
The programme also included the ceremonial Direct Benefit Transfer (DBT) under the schemes and the virtual inauguration of Industry 4.0 Technology Centres in ITIs and Polytechnics.
